The concept was originally proposed in 1992 by Canada's International Centre for Ocean Development (#ICOD) and the Ocean Institute of Canada (#OIC) at the #EarthSummit – #UN Conference on Environment and Development (UNCED) in Rio de Janeiro, #Brazil.
